The word "game" comes more into mind then "simulation".
It does sort of look that way when they mention all the extras that players will have and as they get further into the game those enhancements will be removed but thats what OFP and FSX had and it is quite effective at teaching people the basics. BTW Tom Clancys games in the past have been quite good such as Hunt for Red October and the Rainbow6 series. I reckon it'll be a Hornet sim since Tom Clancys knowledge on Naval warfare is quite good.
