Helping a noob

I'm trying to do myself a sig from the downloadable sigs, I put my name on it etc, but its too big to upload, to get it small enough it goes all blurry because its poor quality. I must be doing something wrong.

Are you compressing it in .jpg format?

Yeah, It downloads as a psd format, but even when I save it as .jpg its 24kb which is over the limit...
