Yes it is!
A group of guys decided to create a simulator based on the Rafale. It's completely free but it's still early in development and there's not much in it as of now. But you can also pilot 2 versions of the Mirage 2000 and also the Alphajet. I think only the free flight option is available as of now.

There's no installation at all, you just need to extract the folder in the zip file somewhere on your hard drive and run the rafale.exe file and that's it!
