I just looked at a WWII Game called Pacific Storm.

The website isn't all too great, but their content is very nice, and the game which is an RTS game is pretty cool.
You can command whole fleets, individual ships, airplanes, a squadron of airplanes, etc... but not only that you can go to each of those and choose to be on that ship as a gunner and man different guns, or you can choose to be gunners on the planes, or a pilot on a a specific plane. You can plan strategic battles as well as get into the cockpit or behind the guns yourself.
Looks like they do an accurate portrayal of historic battles like Pearl Harbor.
